Update `shell.nix` to nixpkgs-23.11

Despite what the NixOS website says, LLVM 17 is not present in the new packages download.

CI is failing 😞

I'm wondering if perhaps we should use nixpkgs-unstable until LLVM 17 is in a stable release?
