Migrate `macos-13` runners to `macos-15-intel`

macOS 13 runners will be fully unsupported starting December 4th. There is an alternative image labeled macos-15-intel that provides macOS 15 in an x86_64 environment, and will be available until August 2027.

The deadline is early in next sprint, so I think it might be good to get this done in this one. I'll try to get it in.
