Make clear what the "transaction time" means

The transactions tab displays the time of transactions. Two things are not immediately clear:

• is this the time the transaction first entered the mempool, or the timestamp of the block it was mined in?
• is the time in UTC or my local timezone? If it's in my timezone, how does Specter determine it?

• It's usually the time it entered the mempool, but might be the blocktime if it was not in the node's mempool before.

• Should be based on the timezone that your OS is configured with
