Problem: RawTransaction and SignableTransaction does not have encode() method

Is your feature request related to a problem? Please describe. Right now to estimate the gas you need to first sign the transaction, which is undesired

Describe the solution you'd like Introduce encode function on RawTransaction and SignableTransaction such that it can be used to estimate gas in early stage.
