Problem: missing max limit for tx fee

add max tx fee limit in setting default would be 1 eth

max fee can be configured by user

if fee (gas price * gas limit) is higher than max tx fee, then cancel tx

We currently have support for a Gas Limit config field available in CRONOS_TO_CRYPTO_ORG Bridge Transfer
