Enhancement: use Crowdin to manage translations

Recently saw a blog post, and found an awesome tool for translation management called Crowdin. Many projects use this tool, like GitLab, yarn, electron, it's free for public repositories and can add unlimited translators in public projects.

Some benefits compared to managing the translation with a sheet

• Community can participate easily
• It can offer translation suggestions
• Workflow gets simpler, any time a translation is added, a pull request is created/updated with the JSON files being modified, and can get a nice summary of the current translation progress within PR like this
