Static HTML panel

It would be useful to have a panel for displaying static HTML content. In my use case, I have an IP camera monitoring our system from afar, and its video is not part of the rosbag; I'd like to just embed an <iframe> for the camera's video stream.

Another use case would be loading an HTML form with buttons for controlling a robot.

That's an interesting idea. Feel free to open a PR for it. We do have a simple Note panel which you could use as reference :)
