This should be the question of another issue. Currently Apache seems most feasible.

That's a very good question. A GbR is probably the most feasible. (Gemeinnütze) Stiftung would feel a little better, but seems to require significant financial capital. The GbR requires naming all associates, which goes against the idea of a flexible legal entity which just manages rights. It's complicated?
