cscli: report ongoing enrollment

To improve the enrollment process (in opnsense/pfsense for example), "cscli capi status" should report if the current instance has sent an enrollment request which has not yet been accepted or denied. Possibly with a -o json option too. Knowing if a request has been denied is nice but not essential.

This requires changes to the capi.
