Improvement/cscli: `cscli explain doesn't work with postoverflows

Is your feature request related to a problem? Please describe. Currently, cscli explain only work for parsers and scenarios but not for postoverflows.

Describe the solution you'd like cscli explain to work with postoverflows also.
