NumerBay Signals data integration

NumerBay has a marketplace for Numerai Signals data. It could be convenient to have a dedicated downloader for these files, akin to KaggleDownloader.

NumerBayDownloader would need some form of authentication by directly parsing key strings or through loading from .json. Something like the numerblox Key would be convenient for this.
