Expose theme colors as CSS Variables

Description

It would be nice if some of the key CSS colors in each theme were moved to :root as variable declarations (ie --theme-color-primary, --theme-color-secondary, --theme-color-background) to allow UI Extensions to easily pull them in for consistent styling of components
