Effect modals not always showing full breadcrumb trail

Current Behavior

on v5.64.0: When Editing a quick action with custom effect list, it is not possible to click back to the root "Edit Quick Action" modal

on v5 branch: When editing a quick action with custom effect list, it is not possible to click into either the root quick actions modal, or into the specific edit quick action modal.

Expected Behavior

The root modal should be selectable in the navigation tree

Steps To Reproduce

1. Open Firebot
2. Click the "Add Quick Action" (v5.64.0) or "Edit Quick Actions" (v5 dev) button 2a. on v5 dev, edit an existing custom quick action or add a new one
3. Add New Effect (any effect)
4. See there is no root modal in the navigation tree 4a. See the second entry in the navigation tree is also empty

Upon further testing, it looks like this is the case in multiple places (eg. Preset Effect List and Counter) After full testing, I'll update this issue with all occurrences.
