Replace "Permissions" with "Restrictions" on top-level Commands menu

Description

Currently on the main top-level list view in the Commands menu, the values in the "Permissions" column only show information about "Permissions" type Restrictions on that command, even though there are nine other types of Restriction that can be used. It would be more useful contextually to see ANY type of Restriction currently applied to that command in the list view (with specifics shown in the tooltip, just as they are now for Permissions based restrictions), rather than this column only being populated if one of the ten possible types of Restriction has been used.
