[Feature Request] Effect to enable/disable "Shield Mode"

Describe the solution you'd like There should be an effect to enable or disable "Shield Mode".

Additional context I have already written this for a streamer I support that I would like to submit as a PR once "Dev Approved."

This API call is supported by Twurple so it's basically just this wrapped in an effect definition:
