Experimental clip mp4 url resolver timeout is too aggressive

Description

The clip mp4 url resolver is failing often for our UK & EU friends because the timeout is getting hit waiting for the hidden iframe to load.

Steps to Reproduce

1. VPN to an EU country (eg Italy)
2. Try playing a twitch clip via Play Video
