[Bug] Play Video effect Rotation field stretch function is on the wrong layer

Current Behavior

Play Video effect Rotation field stretch function is on the wrong layer. When stretched, it is over top of other elements.

Expected Behavior

The field should expand when stretched and move the other elements with it.

Steps To Reproduce

1. Create a Play Video effect
2. Stretch field Rotation
