[Feature Request] Hype Train Level Up Event

Use Twitch's EventSub API variables from Hype Trains to extrapolate when an actual level up occurs, and fire an event.

EventSub variables worth checking:

Within both: channel.hype_train.begin channel.hype_train.progress

event.level event.goal event.progress

Twitch has their own Level Up event in their dashboard alert system, but Firebot is much more powerful.
