[Bug] Tags list does not show complete list when creating preset effect list items

Current Behavior

I have more than 18 tags created. When I try to select one at the bottom of the list, I am unable to scroll enough to select it while creating a Preset Effect List.

Editing does not seem to be effected by this.

Expected Behavior

The tags list should be able to scroll past the 18th tag item.

Steps To Reproduce

1. Have more than 18 tags created
2. Create a preset effect list
3. Attempt to select a tag from the 3-dot menu at the top
