[Feature Request] Ability to customise system commands further

I would love if you could customise system commands in the same way you can customise custom ones.
For once instance the Spam Raid Protection command has a subcommand that I would love to add an extra effect to, that basically undoes what the additional effects from the main command. There was also an issue with the Quotes Management command where I ended up just making a custom command that called the default one, because I didn't want people to have to add my username each time they quote during a stream.
It would be cool if we could add our own subcommand or edit the existing system commands slightly i.e. remove the need to give a @username when using !quote add (unless this is already possible, then please let me know!) and also adding Additional effects to system command subcommands!

FYI @NafenX I believe that #2753 (if approved and merged) will effectively do that for you.
