[Feature Request] Category restriction for timers

Original ask is just for adding a twitch category restriction to timers, in addition to the live check.

Although it might make sense to bring the Restriction system over to timers and scheduled effect lists. We could then add a restriction for "when live" and deprecate the current checkbox for it. Only restrictions that aren't user based would work so we'd need to refactor things to handle that. Even still this might not be feasible with how restrictions currently work, might be better to create something specific to timers instead
