[Bug] conditional effects dont allow for copy paste

Current Behavior

when copying effects from a conditional effect the paste menu is grayed out until you save and reopen then you can paste

Expected Behavior

when data is copied it should allow you to paste,

Steps To Reproduce

add a conditional effect add effects to it copy them and try to paste them in another else if or otherwise or its self
