[Feature Request] Prediction integration with Twitch

Describe the solution you'd like To be able to auto-create a Prediction on Twitch via a command.

Blocked in Firebot-v5. Requires a webhook to retrieve this data from EventSub, which isn't currently possible in v5.

Could probably close this and work out of #1750.
