cinder: check only the ONTAP storage family is set for NetApp

Currently only ONTAP is allowed by ui. But it could be changed by raw edition. Recently E-series family has been deprecated.

To prevent a manual change of storage family a check is added in crowbar

Yes, true. "Other configurations of the NetApp driver, i.e Clustered Data ONTAP and Solidfire, are unaffected" fixing it

Why do we want to remove this for SOC9 when the driver still exist in Cinder? The driver was removed in the Stein release.
