Error when creating S3 bucket

What happened?

taking ownership on an existing s3 bucket in aws by creating it in crossplane with adding the external-name annotation, I expect to get a 'Successfully requested update of external resource' message, instead I'm getting s3 operation error putBucketAcl request missing security header

How can we reproduce it?

create crossplane bucket resource

What environment did it happen in?

Crossplane version: 1.9.0
