Local PoW threshold will be invalid with new upcoming v21 change

In a month or so the network will switch to use 8x PoW for send/change blocks and 1/8x for open/receive. That will make nanovault useless for local pow. There is a PR for the WebGL lib you can use but not for the CPU lib.
