Feature request: Change the Modifier Bucket Magnet behavior

As it is now, the magnet button on the locks all modifiers in place. However, if any modifier is latter added, it remains stacked up with the previously added.

Consider a scenario where the "locked" modifiers represent global conditions that will apply more generally to almost anyone - e.g. visibility, bad footing. Under the current behavior, for instance, if you add range modifiers to an attack, you must then manually remove it later on, as it might differ for a different actor but it will be permanent on the modifier bucket.

I propose the magnet button locks modifiers up until the point it's clicked - as if creating "global conditions" for all tokens on a scene. If further modifiers are added after this point, they are discarded as usual after the roll.

I think I might be rambling a bit, if so I can clarify further.
