Add shield DB to the active effects bucket or make it clickable on the character sheet

As discussed with Nick on Discord, looking at ways to add shield DB from the character equipment to the Active Effects Bucket or to make it clickable on the character sheet, so it can be applied separately from the Block defence (which typically incorporates it from GCS or GCA).
