Max in resource tracker template not being copied to characters

I set up a resource tracker through the settings called "Ammo", with a max value of 99. When I add a resource tracker to the character sheet, and then copy over the Ammo template, it doesn't copy in the maximum (has 0 for the max instead).

Some other details - I had put in "Ammo" as the alias as well, there was no linked attribute, the minimum and current were both 0, neither the min nor the max were being enforced, and the behavior occurred whether I had added some thresholds or not.
