Toggle fullscreen doesn't preserve window's state

When I toggle fullscreen with a maximized FF, toggling back will put FF in window mode instead of coming back to the previous maximized state, which is how FF behave when using F11.

i have the same problem need previous maximized state 要切換回視窗模式，只能跑去按F11
