Reset elapsed time when PR goes from draft to published

My team uses elapsed time to our internal PR SLA. Our process is to create a DRAFT for developers to react to PR quality checks before considering work ready for review.

Because PRs could be up for days in DRAFT, I want a way to reset the elapsed time when transitioning a PR from DRAFT to PUBLISHED.
