refactor: Schema endorsement flow for cross agent

User story: 1). As an ecosystem member on a shared agent, I should be able to issue credentials if the ecosystem lead on a dedicated agent has submitted the endorsement request

Breaking flow:

• In the sign and submit flow of the ecosystem, if an ecosystem member using a shared agent requests an endorsement from the ecosystem lead who is on a dedicated agent, the schema and credential definition will be written to the ledger but stored in the lead's agent's database. As a result, the member with the shared agent will not be able to issue credentials, even if the schema and credential definition are displayed in the ecosystem member's organization.
