[Bug] Media item meta options area will not preserve selected license Title in License URL, despite License URL updating correctly

Description

When accessing an item in the Media Library to edit its specific meta information the various licenses can be selected from a select dropdown list. Choosing a License will update the relevant URL, but will not reflect that that License is chosen in the select list. No matter what License is chosen, and despite the URL being accurately updated, the actively selected item reverts back to "Original License".

Reproduction

  1. Navigate to an item in the Media Library
  2. Select it to open it's meta options
  3. Change the CC License selected to any license but "Original License"
  4. See error.

Expectation

The license in the drop down should always match what is selected by the user, and what is reflected in the License URL input field.

  • Browser: Chrome 103.0.5060.114
  • Version: 2021.04.1
  • WordPress Version: 6.0.1 (tested all the way back to 5.9 and 5.4)
