[Feature] Vue 2: migrate Vue CLI from v4 to v5

Problem

Vue CLI v4 has known security issues. For example:

  • #437
  • #438

However, it is a breaking migration requiring updates/mitigations.

Migrate from v4 | Vue CLI

Alternatives

  • #356
  • Drop Vue: completely refactor this project using symantic HTML and a minimum of JavaScript
