Do not remove openshift monitoring

Latest POC has all deployments and pods removed from openshift-monitoring namespace and the namespace itself is in terminating state and never seems to terminate - its stuck. Could you please just scale the deployments to 0 and not remove them for next release ?

@rawagner with the new POC we are now not removing the openshift monitoring now, can you try the new tarball which is shared to aos-devel internally (based on 0.16.1 tag) and let us know if still some issue?

We do not remove, but we have to 'disable' as default.
