[Doc] Add steps in the doc around enabling the override operators

We used to had document about manually removing monitoring operator from the operator override list in clusterversion https://github.com/code-ready/crc/blob/v1.17.0/docs/source/topics/proc_starting-monitoring-alerting-telemetry.adoc . We automated the enabling monitoring operator and remove this doc. I think we should put this doc back with topic like Enabling the override operator and have those steps.
