[Epic] User can select different version of OpenShift (4.8 or 4.7) when starting

When running crc start, the user should be able to specify the major version he would like. This is the first step to support multiple versions of OpenShift.

The user can run: crc start 4.7.13 or crc start --openshift-version v4.7.13 By default, it will start the latest version available.

Shouldn't you consider the latest OpenShift EUS (currently 4.6) ?
