在没有上传过爬虫的情况下，在节点中安装依赖会报错

复现步骤 该 Bug 复现步骤如下

  1. 搭建一个新环境
  2. 通过web页面上的工具来安装依赖（我这里以安装chrome driver为例）

期望结果 能够在没有上传过爬虫的情况下也能配置环境
