Unable to assign user role

Describe the bug Unable to assign super admin role to other users. The system will say the user profile is updated, but when you go back into the user, there user role dropdown is blank. Additionally, when logging into the user, it will be the default user role instead of a super admin option.

Expected behavior super admin role is assigned to other users

I am facing this issue too. When creating a new user, the role list has only 1 choice available: super admin.

But when saving, the user is created but the role user in the database, resulting in a limited access of the dashboard for this user.
