Wifi Hotspot doesn't work on older (PI3, ZeroW) Pi's

I'm interested in discovering a single hotspot.nmconnection file that works on all Pi hardware. Short of that, I'll work on hardware detection and bring up an alternative hotspot configuration at boot for the old Pi's.

The following three lines in bold make new Pi's hotspot work, but break old Pi's (3B, original ZeroW)

/etc/NetworkManager/system-connections/hotspot.nmconnection

[wifi-security] group=ccmp key-mgmt=wpa-psk pairwise=ccmp proto=rsn psk=abcdefghij

I'm glad I found this, I was going insane trying to set up v2.0-1 on my Zero W v1.1. I was able to get v1.9-4 working without any changes, I assume the lines that are an issue were not included back then.
