Limiter copy/paste behaves very strange.

Description

When using limiter on a Redactor field, I cannot copy/paste anymore using keyboard shortcuts. I can however paste using the mouse, but than the field allows more characters than it should.

Steps to reproduce

1. Create a Redactor field
2. Set a limit
3. Try pasting with keyboard shortcut and mouse.

• Craft version: 3 and 4
• PHP version: 7.4 through 8.x
• Database driver & version: MySQL 5 or 8
