P tags are not always rendered on front-end

I've noticed a couple instances where paragraphs are rendered as plain text on a couple of our sites. This seems to happen after pasting content, though there may be other instances.

What's strange is that, when I look at the html view, the tags exist. I expect all content from the html view to be rendered on the front-end.

The only way to fix this seems to be by manually editing the content. This solution isn't good because our users generally don't notice these things, and results in a bunch of scrunched content.

I'm experiencing the same issue, using Redactor version 2.8.7.

Is there any update on a fix for this?

@jsunsawyer do you have a way of reliably reproducing this? So far, I haven't managed to reproduce this not one time :/
