Add beta plan

How much storage do we want on beta?

1 GB should be fine. I think most of the cost of bucket storage is actual playback rather than storage.

Our plans right now are:

Free tier | 100 MB | free
Basic | 300 MB | $5 per month
Intermediate | 1000 MB | $10 per month
Advanced | 2500 MB | $20 per month

@crablar @fukuru does the free tier cover the beta use case or do we still want to add one?

I think we are going to remove the tiers and make it all free for now.

Since this is a new platform, we are unlikely to get anyone who is going to break our bank. If they are, they are likely abusing us and we can remove them. Or they are legitimately popular and probably worth paying for.

We can leave the UI the same but add a feature flag on the backend to allow uploading regardless of the tier.
