I think this got somewhat derailed by the huge bill for GCP logging, but in fact it wasn't the underlying problem, and we should revisit. A discussion in the architecture...

@murali-shris things are a lot better, but I'm still seeing some hourly spikes, so maybe another scheduled job elsewhere in the secondary?
