Get rid of `browse` command, make CLI look like `minichrome ` and start server automatically if not already started.

Currently we pass `Config` all over the place. This should really be done in a `ReaderT` instead.

Currently, a few cases cause JS exceptions: - Server port already bound - Client attempted to contact an invalid server - Others?
