remove vcredist DLLs in gdcm, ITK and python directories

The DRE installer also installs the vcredist for VS2008SP1 for system-wide 
use.  This is backwards compatible.

In the DRE 9.8, the runtime DLLs + manifest can also be found in python, 
gdcm/bin and ITK/bin.  It's probably safer to remove these from the 
installer.
