ship VCREDIST DLLs in same directory as the DRE (optional)

Would be useful to have a completely portable DRE, i.e. runnable even on a
system where vcredist can't be installed for some reason.

pierre juillard suggested the following procedure:

I'm hoping we can solve this slightly more simply.
