Fix typo in vdw functional naming convention

  • Fix a typo in the vdw functional convention
  • cmake cleanup (remove redundant settings for language standards)
  • Fix the SHORT_FILE issue
  • Fix a compilation issue with cu files. They were not compiled when HIP/CUDA is enabled
  • Use alias for tblite and greenx dependencies to symplify generators expressions

Uhhm, I rewrote the git history this morning to remove 6958f258d3b58107cea811b11f683f8040e4499b from the master branch.... I know 😬 I won't make it a habit.
