cozy restart components from web interface

I'm running cozy in docker so far, and if for some reason cozy is behaving badly I would like to be able to restart the components from the web interface instead of having to restart the docker instance. (right now I'm stuck at a high load from https://github.com/cozy/cozy-emails/issues/435
