is it not possible that OTR can be used under OMEMO for combining the modern Double Ratchet system with OTR's methods like this;

message -> OTR data -> OMEMO data -> OTR data -> plaintext message for 2nd peer

What's the issue with hybrid encryption in this case? Hybrid encryption seems to be recommended by certain people in the cryptography community

I'm a bit of a newbie when it comes to cryptography so if an in-depth explanation can be provided, either here or a link to someone else's explanation I would greatly appreciate it.
